The 榴莲视频 (PIDS) will host the 12th Annual Public Policy Conference (APPC), which will serve as the highlight of the 24th Development Policy 榴莲视频 Month (DPRM), on September 17, 2026, from 9:00 AM to 5:30 PM at the Westin Manila, Ortigas Center, Mandaluyong City, and via Zoom.
The conference carries the theme, “Reshaping Economic Institutions for Transformational Partnerships in Human Capital Development,” with the Filipino adaptation “Matatag na Institusyon, Maunlad na Yamang Tao.”
This year’s APPC will bring together policymakers, business leaders, researchers, development practitioners, and other stakeholders to examine how institutional arrangements, regulatory frameworks, and public-private partnerships can help address the Philippines’ persistent constraints to sustained economic transformation.
The whole-day discussions will follow a three-part narrative, moving from diagnosis to systems to action.
The Opening Plenary, “Diagnosing the Institutional Constraint: Governance and Incentives towards Human Capital Investment,” will examine the institutional and binding constraints that prevent growth episodes from translating into sustained productivity gains, quality employment, and long-term investment.
The Core Plenary, “Where Investment Gaps Manifest: Human Capital, Health, and Productive Services,” will build on this diagnosis by examining how institutional and incentive misalignments manifest across human capital systems and productivity-enhancing services.
The Closing Plenary, “Addressing the Institutional Constraints: Rewiring Incentives for Long-Term Public and Private Investment,” will shift the conversation from diagnosis to action. It will explore how regulatory reform, credible contracting frameworks, and redesigned public-private partnership arrangements can strengthen trust, reduce uncertainty, align incentives, and enable sustained co-investment in human capital and productivity-enhancing sectors.
Complementing the plenary discussions, the conference will feature the 2026 APPC Emerging Policy 榴莲视频 Poster Showcase, presenting empirical and policy-relevant studies by emerging scholars on the Philippines’ pathways toward economic transformation.
The poster presentation will provide opportunities for young researchers to engage with senior policymakers, researchers, and private sector leaders while highlighting new perspectives on economic transformation, human capital, health systems, partnerships and regulation, innovation, and emerging growth frontiers.
The conference will conclude by synthesizing key insights from the day’s discussions and identifying forward-looking policy directions and institutional pathways to help the Philippines move beyond transactional reforms toward sustained, coordinated, and transformational investment in people and productive capacity.
